The massive earthquake of October 8th, 2005 and the loss of 76,000 precious human lives in Pakistan and the sate of Azad Jammu and Kashmir, lead us brainstorming of laying down solid foundations for disaster preparedness in Pakistan to help communities get prepared to cope with natural or man-made disasters, with courage, in an organized manner and immediately.

In fact, entire Pakistan is located right on the active fault line where Eurasian and Indian tectonic plates are constantly colliding. The global warming and emerging phenomenon of rapid climate change has also affected Pakistan. Torrential rains, unusual cyclones, fierce flooding, and land sliding are some of the constant natural threats in the country.

Besides, decades long political instability in the region, war on terror and countless terrorist attacks have caused severe damages and irreparable losses to the land and people of Pakistan. After 9/11, over 55,000 men and women lost lives, thousands got permanently disabled and millions remain still displaced. The most tragic part of this fact is that hundreds of school going children were amongst the victims of terrorism. On the other hand, road and industrial accidents are also very common.

Keeping in view the sufferings of people, frequency as well as intensity of natural disasters and man-made emergencies, there remained, always, an immense need of a dedicated institution to carry out research, identify local and regional needs and build the resilience of communities to disasters.
